Civilization 6: 7 Best City-States For Warmongers, Ranked

1. Mongyang

At the top of the list for warmonger-friendly city-states is Mongyang, offering the “Kachin Levies” ability, granting two free light cavalry units every time they train one with production or gold. This effectively allows warmongering civs to double their mounted attack forces at no extra cost, providing an overwhelming advantage in early to mid-game conquests.

2. Jerusalem

Jerusalem holds a strategic religious appeal as controlling it means controlling a Holy City within the game. Conquest-minded leaders can leverage this by spreading their religion quickly and passively gaining faith buffs that might strengthen their troops or economies based on their religious beliefs and tenets.

3. Kabul

Kabul is vital for a conquest-oriented player due to its Military Training bonus which doubles the experience gained from battles they initiate. This benefit allows warmongering civs to quickly level up their units, making them more effective in battle sooner and keeping the military edge sharp.

4. Zanzibar

Zanzibar may appear an odd choice for warmongers at first glance due to its commercial leanings. However, its unique bonus, Cinnamon and Cloves, provides six amenities; this allows empires to keep their war-weary citizens happy, thereby supporting expansive militaristic endeavors without facing as many domestic issues.

5. Preslav

Preslav’s unique bonus makes all light and heavy cavalry units 5% stronger when fighting on hill tiles within the city-state’s borders. Players focusing on cavalry can use Preslav to create chokepoints that are nightmares for invading forces, or leverage their bonus to overwhelm opponents on rough terrain.

6. Valletta

The Crusader fortress-city of Valletta offers a significant advantage with its ability to purchase city center and Encampment district buildings with faith. Warmongers who generate decent faith can quickly fortify new conquests or make sharp military pivots without disrupting their cities’ production queues.

7. Carthage

Carthage is perfect for warmongers who plan on dominating the seas. Its unique ability, “Phoenician Heritage,” provides extra trade routes for each Encampment district, giving naval-military-focused players the economy needed to sustain a large fleet.
