New US AML/CFT Rules for Stablecoins Take Effect in 2026

This new rule implements provisions from the GENIUS Act, designating permitted payment stablecoin issuers (PPSIs) as financial institutions under the Bank Secrecy Act (BSA). This designation brings a host of regulatory requirements aimed at mitigating risks associated with financial crimes in the burgeoning stablecoin market.

Understanding the Landscape of Stablecoins

Stablecoins, cryptocurrencies designed to minimize price volatility, are increasingly recognized for their potential to facilitate transactions and serve as a medium of exchange. Unlike traditional cryptocurrencies, which can experience significant fluctuations in value, stablecoins are typically pegged to stable assets such as the U.S. dollar or gold. However, the rapid growth of the stablecoin market has raised concerns regarding its vulnerability to illicit activities, including money laundering and terrorist financing. The new regulation mandates that all PPSIs establish comprehensive AML and CFT programs. These programs must include:
