States With the Biggest School Enrollment Drops Revealed

Exploring the Implications of Declining School Enrollment on Education Funding and Community Resources

A new study by iSharing reveals significant declines in public school enrollment across various states, highlighting the impact of falling birth rates and migration patterns. The report, published in August 2026, indicates that West Virginia has experienced the sharpest drop in student numbers over the past three years.

Key Findings

  • West Virginia: Lost more than 10.5K students, a 4.2% decline.
  • Hawaii: Projected to lose 16% of its public school students by 2031.
  • Birth rates are declining in 44 of the 50 states, with West Virginia experiencing an 18.3% drop since 2005.

Enrollment Declines by State

The research examined public school enrollment figures across all 50 states, comparing the number of pupils at the start of the three-year period to the most recent available figures. Here are the states where public school enrollment is falling the fastest:

  1. West Virginia
    • Enrollment decline (2021-2024): -4.18%
    • Fall 2021 enrollment: 252K
    • Fall 2024 enrollment: 242K
    • Students lost: -10,565
    • Births change (2005-2024): -18.3%
    • Net migration (2021-2023): +0.38%
    • Projected enrollment (2031): 217K (-13.5%)
  2. Hawaii
    • Enrollment decline: -3.5%
    • Students lost: over 6K
    • Births change: -16.8%
    • Net migration: -1.31%
    • Projected enrollment (2031): -16%
  3. New Hampshire
    • Enrollment decline: -3.4%
    • Students lost: nearly 6K
    • Births change: -18.4%
    • Net migration: +0.89%
    • Projected enrollment (2031): 156K (-7.3%)
  4. Wyoming
    • Enrollment decline: -3.4%
    • Students lost: over 3K
    • Births change: -15.9%
    • Net migration: +0.58%
    • Projected enrollment (2031): approximately 89,300
  5. Maine
    • Enrollment decline: nearly -6K
    • Births change: -17.8%
    • Net migration: +1.37%
    • Projected enrollment (2031): around 163K (-6.3%)

Implications of Enrollment Declines

As noted by a spokesperson from iSharing, “When a school loses students, it loses money; that’s just how public school funding works in America. And when the money goes, things start disappearing with it: art classes, sports teams, counselors, teaching assistants.” The Reason Foundation found that 98 schools shut their doors in a single school year due to declining enrollment.

For the remaining students, this often means longer bus rides to schools further away and fewer adults to support them. Parents are encouraged to use location-sharing apps to keep track of their children during the school day, especially as districts face challenges in maintaining adequate resources.

As the trends continue to unfold, the future of public education funding and community resources may hinge on addressing these enrollment declines.
