On March 16, 2026, Japan’s Cabinet Office unveiled its ambitious “Basic Plan on Artificial Intelligence,” aiming to revitalize the nation through the development and implementation of what it terms as “trustworthy AI.” This strategic initiative emerges in response to the country’s slow adoption of AI technologies, placing a strong emphasis on enhancing industrial competitiveness and national security.

Key Principles of the Basic Plan

The plan is built on three fundamental principles that seek to balance innovation with an appropriate risk response:
